  18. <p>     For weeks the front-page headlines in New York City's
  19. tabloids have featured villains whose more proper venue would
  20. seem to be the comics pages. First came the "Zodiac Killer,"
  21. who threatens to murder one person for each astrological sign.
  22. He has wounded four men, one fatally, since March 8--and
  23. prudent people are keeping their birth dates to themselves.
  24. Then there is "Dart Man," who since June 13 has provoked a
  25. miniwave of terror by firing homemade darts into the backsides
  26. of 53 women, mostly in Midtown Manhattan.
  27. </p>
  28. <p>     After a massive manhunt, police announced last week that
  29. they had finally collared Dart Man. The suspect: Jerome Wright,
  30. 33, a messenger at a Midtown advertising agency who police said
  31. was on probation for a previous drug conviction and had been
  32. under observation for psychiatric problems. They had less luck
  33. with Zodiac, who evaded a citywide dragnet. Where are Batman
  34. and Robin when Gotham City really needs them?
